Sri Lanka SIM Registration for Tourists: What Is Planned, What Applies Now
On September 11, 2026, TRCSL's director general announced a new step for Sri Lanka SIM registration: new customers will need to identify themselves with a live photograph (Ada Derana). It isn't in force yet.
Sri Lanka SIM registration: what is planned, what already applies?
| Date | What | Status |
|---|---|---|
| August 2, 2019 | Operators hold no subscriber data for SIMs registered before this date (Daily FT, Feb 11, 2026) | Starting point |
| February 9, 2026 | Cabinet approves amended rules, including SIMs for foreign visitors (Daily FT) | Approved, rule text unpublished |
| September 11, 2026 | Live photo for new SIM buyers announced (The Morning) | Announced |
| End of year? | Ada Derana: requirements "most likely by the end of this year" (Ada Derana) | Expected, no date |
| 2027 | 100% identification of all mobile users (The Morning) | Target |
Why? The cabinet spokesman says missing data on old SIMs has hampered court cases and investigations (Daily FT). One person with a national ID can currently get up to 5 SIMs per operator, according to TRCSL (Newswire.lk, Sep 12, 2026).
What changes for a SIM card in Sri Lanka at the airport?
Per the ZetSIM guide (provider blog, as of June 17, 2026), a prepaid tourist SIM usually needs your passport, and Dialog checks it at its airport shop.
A live photo will probably be added. How that works for short-term visitors hasn't been published. TRCSL only says it will be implemented in a manner that "does not cause inconvenience to the general public or foreign nationals" (Ada Derana). That's an intention, not a procedure. For how a rule like this plays out for tourists, see our piece on Thailand's SIM registration rules.
eSIM in Sri Lanka: local or travel eSIM?
As far as we can tell, TRCSL hasn't said anything official about travel eSIMs. What follows is our reading, not regulator guidance.
A local eSIM from a Sri Lankan operator is a local line. We'd expect it to fall under the same registration as a physical SIM.
Travel eSIMs from international providers follow their own verification and aren't directly subject to Sri Lankan registration rules, says mybestsim (as of Sep 14, 2026). That's a comparison site with affiliate ties, not an authority.
Until the rule text is published, a travel eSIM is probably the easier route, as long as you don't need a local number. If the basics are new to you, here's how an eSIM works abroad.
Not the same thing: the IMEI rule for devices
According to Newsfirst (Jan 7, 2025), unregistered mobile devices can't connect to Sri Lankan networks since January 29, 2025; devices already connected before January 28, 2025 aren't affected. You can check a device by texting "IMEI" plus the 15-digit number to 1909.
That's a separate device rule, already in force. We haven't verified in a primary source how it applies to tourists' phones.
Registration is changing elsewhere too. We've covered Indonesia's new SIM rule and eSIM registration in Morocco separately.
Checklist before you fly
Passport in your carry-on, you'll likely need it at the SIM counter.
If you travel once the rule starts, plan for a live photo.
A travel eSIM is easiest to install at home over Wi-Fi. You can keep your home number reachable if you use an eSIM and your SIM together.
Status and updates
As of October 10, 2026, we've found nothing newer than the September reports and no official rule text; trc.gov.lk returned no content during our research. We'll update this article once the Sri Lanka SIM registration rules have a start date.
